The new police commissioner in one of the world's most crime-ridden countries is pushing for a return to the apartheid-era policy which would allow his officers to shoot criminals in the back. He sought to reassure football fans - including England supporters - who plan to travel to South African for the 2010 World Cup.
"South Africa has hosted over 100 international events since democracy [the end of apartheid]," he said.
"Each time there has been anxiety. The message is, we would welcome visitors again."
